Man charged in Echo Glen sex assault

A 38-year-old Carnation man faces charges of custodial sexual misconduct after allegedly forcing a 19-year-old female inmate at the Glen Echo Children’s Center in Snoqualmie into performing sex acts.Robert Heath Fox was charged with the crime Wednesday, and faces up to a year in prison if convicted, according to the King County prosecutor’s office.

The victim, who is serving a sentence for burglary, theft and forgery, alleged that Fox came into her room May 6 and had sex with her.

Published accounts, which were confirmed Wednesday by Glen Echo spokesman Steve Williams, said Fox entered the victim’s room, undressed her and initiated sex.

Echo Glen is a 212-bed residential juvenile correctional facility, Williams said, that houses medium to maximum-security inmates convicted of a variety of crimes, up to and including murder.

Williams said Fox was considered a temporary, or “intermittent” staff member.

“His position was similar to an on-call substitute,” Williams said, “and as such, once the allegations were made, we never called him back.”

Williams said that even though the victim is technically an adult, it is a crime in Washington for any correctional institute employee to engage in sexual activity with an inmate.

“The law does not allow for any prison guard to engage in any kind of sexual relationship with someone in custody,” Williams said.

Fox will be arraigned July 10 in Superior Court.
