FINAL PUBLIC NOTICE

King County Water and Land Resources Division has applied for funding under the Hazard Mitigation Grant Program – Disaster Declaration FEMA-1963-DR-WA from the Federal Emergency Management Agency (FEMA) to fund the Clough Creek Flood Mitigation Project along 415th Avenue SE, near North Bend, in King County; with matching funds provided by King County. Pursuant to 44 CFR Part 9.12, FEMA gives notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands. Initial public involvement for this project was completed on: September 27, 2011, when a public meeting was held to get community feedback on the grant proposal.

The proposed action includes: buy and remove a flood prone home along 415th Ave SE, and construct a facility to capture sediment and debris. Alternatives considered include: Three different options to realign Clough Creek, as well as options to build new bridges. The proposed action must be located along Clough Creek because this is a chronic site of sediment deposition and flooding. Factors considered in making this determination include the following: cost, public safety, impacts to public roads, private property and wetlands, and project effectiveness. The proposed project action conforms to all applicable State/Local floodplain management standards and ordinances. The project purpose: increase flood storage, reduce future stream sedimentation and lessen future downstream need for sediment removal, by allowing deposition and removal at a sediment facility. Project impacts have been minimized by: avoiding wetlands, minimizing stream realignment and minimizing impact to public roads and private property.

After evaluating alternatives, including impacts and mitigation measures, it has been determined there are no practicable alternatives to the proposed action. Without good cause shown, the project will proceed no earlier than 15 days from this notice. The below responsible official will be monitoring project implementation.
