FINAL PUBLIC NOTICE
King County Water and Land Resources Division has applied for Pre-Disaster Mitigation grant funding from the Federal Emergency Management Agency (FEMA) to fund the Wilderness Rim Flood Reduction project in the Wilderness Rim neighborhood,in King County; with matching funds provided by King County. Pursuant to 44 CFR Part 9.12, FEMA gives notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands. Initial public involvement for this project was completed on: September 14, 2011, when a public meeting was held to get community feedback on the grant proposal.
The proposed action includes: Install berms to protect 4-6 homes from flooding. Upgrade ditches and culvert(s) along SE 175th Place. Install a new catchbasin to function as a drywell. Excavate additional volume in the infiltration pond. Excavate any fill material remaining on parcels King County recently purchased. Alternatives considered include: Options to modify the outlet of Brewster Lake and constructing an outlet pipe. The proposed action must be located around the closed depression of the infiltration pond because it is a chronic site of flooding. Factors considered in making this determination include the following: cost, public safety, impacts to public roads, private property and wetlands, community input and project effectiveness. The proposed project action conforms to all applicable State/Local floodplain management standards and ordinances. The project purpose: Reduce flooding of roads and homes. Project impacts have been minimized by: avoiding wetlands and purchasing and removing 4 homes from the flooded area.
After evaluating alternatives, including impacts and mitigation measures, it has been determined there are no practicable alternatives to the proposed action. Without good cause shown, the action will proceed no earlier than 15 days from this notice. The below responsible official will be monitoring project implementation.
